The OTHM Level 7 Diploma in Occupational Health and Safety Management is a postgraduate-level qualification for professionals who manage workplace safety and want the strategic skills to lead it. It is regulated by Ofqual, UK and sits at the same level as a Master’s degree, but it is a shorter, 120-credit award built around six mandatory units. Those units cover management systems, strategic risk intervention, well-being, sustainability, ethics and research, so learners work on the decisions senior HSE roles demand. Because this Level 7 Diploma in OHSM is assessed through coursework, learners can base assignments on their own workplace. Applicants need a Level 6 qualification, or a 2.2 honours degree plus relevant experience, and must be 21 or older. Eduskills Training is an approved OTHM centre in the UAE, so you can study this OTHM Level 7 health and safety pathway with guidance and a clear route to a Master’s top-up.

The OTHM Level 7 Diploma in Occupational Health and Safety Management with Eduskills is built for people who already work in safety and now need to lead it. Because the qualification focuses on management rather than technical detail, learners study how strategy turns into safe daily operations. Six mandatory units cover management systems, risk, well-being, sustainability, ethics and research, so the content reflects the decisions that senior HSE roles involve.
OTHM is a UK-based awarding organisation that develops, awards and quality-assures vocational qualifications. It launched in 2003 as a not-for-profit body, and Ofqual regulates it.
Ofqual is responsible for maintaining standards and confidence in qualifications in England. OTHM is an awarding body, not a university, so it does not teach.
Approved centres deliver the programmes, while OTHM sets the specification, verifies each centre’s assessment decisions externally and issues the certificate. It is also a full member of the Federation of Awarding Bodies, the UK trade association for vocational awarding bodies.
Occupational Health and Safety sits alongside Risk Management and Strategic Management and Leadership among its subject areas. Therefore, when you study this Diploma with Eduskills Training which is an approved centre, the standards you are assessed against come from OTHM, not from the centre.
OTHM holds Ofqual recognition under number RN5284, and this OTHM Level 7 health and safety qualification is listed at Level 7 on the Regulated Qualifications Framework with reference 603/7782/3. You can check this on the Ofqual Register, which helps because not every safety award is regulated. OTHM also has progression arrangements with UK universities, so learners can seek advanced entry to Master’s top-up programmes in the UK and overseas.
The OTHM Level 7 Diploma in Occupational Health and Safety Management is aimed at learners who develop and apply health and safety procedures day to day, and who are likely to be managers wanting deeper knowledge. In practice, that means HSE managers, senior advisers and consultants who already write risk assessments and report to leadership, but who now need the strategic grounding to shape policy. Entry is a Level 6 qualification, such as the OTHM Level 6 Diploma in Occupational Health and Safety, or a 2.2 honours degree with relevant experience. Learners must be 21 or older. Applicants with substantial professional experience may be considered case by case.
This OTHM Level 7 health and safety qualification has no optional units, so every learner completes the same six units. Each unit is worth 20 credits, 100 Guided Learning Hours and 200 hours of Total Qualification Time, which adds up to 120 credits and 1,200 hours overall. Five units are assessed through a portfolio of evidence, and the sixth, Advanced Research Methods, through a research project. Each assessment is approximately 4,000 words, so you should plan for roughly 24,000 words of written work across the diploma. The units below appear in the same order as the specification.

TQT is Qualifi’s estimate of the total time a learner needs to fully achieve the qualification, combining guided learning, independent study and assessment. For this diploma, that’s 1200 hours in total, made up of 450 Guided Learning Hours (GLH) delivered with trainer support and the remainder in self-directed study and assignment preparation. Most working professionals complete it part-time alongside their job, without needing to step away from work.
To receive the full diploma, learners must complete and pass all 8 units, there is no partial award. Once every unit is successfully assessed, Qualifi issues the certificate through Eduskills as the registered training center.
OTHM fixes the size of this qualification, but it leaves the study pattern to the centre. A learner in Dubai and a learner in Sharjah therefore complete the same 120 credits, yet their weekly routines can differ. The sections below separate what OTHM sets from what the centre decides, so you can judge whether a timetable will survive a full-time job. Confirm the schedule details with our admissions team, because they decide how many hours you must find each week.
OTHM states a duration of one year for the OTHM Level 7 Diploma, which reflects 1,200 hours of Total Qualification Time. That figure is a guide, not a promise, because each centre designs its own delivery.Spread across 52 weeks, 1,200 hours is about 23 hours a week, and across 78 weeks it falls to roughly 15. Therefore, be honest about your weekly capacity before choosing an intake, since a shorter schedule means heavier weeks.
OTHM does not prescribe a delivery mode, provided the centre meets learners’ needs and does not discriminate unfairly. So centres may use face-to-face sessions or online classes. Because all assessments are written coursework, any mode can work well if tutor access is reliable. Face-to-face study suits learners who value discussion with peers, while online study suits those who travel or work shifts.
In practice, you should expect to spend about as much time studying alone as you do with a tutor. Plan that independent half carefully, because reading and writing the assignments takes up much of it.
Entry to the The OTHM Level 7 Diploma in Occupational Health and Safety Management (OHSM) is set by OTHM, not by individual centres, so the rules are the same wherever you study. Because the qualification sits at Master’s level, OTHM sets three main conditions: a prior qualification, a minimum age and, where it applies, evidence of English language ability. Experience can also be considered, but only case by case.
OTHM accepts two routes. The first is a Level 6 qualification, such as the OTHM Level 6 Diploma in Occupational Health and Safety, or an equivalent Level 6 award.
The second is an honours degree at 2.2 or above, with relevant knowledge and experience in the occupational health and safety sector. The word relevant matters. A 2.2 in an unrelated subject does not meet the requirement on its own, so you would need to show safety experience alongside it. A Level 6 safety diploma is therefore a practical first step for anyone whose degree is in another field. If your degree is from outside the UK, keep your certificate and transcript ready, because the centre will want evidence of your qualification.
Learners must be 21 or older when the course begins. For English, OTHM expects learners whose first language is not English to show ability equivalent to IELTS 5.5, which also matches PTE 51 or CEFR level B2. Ask the admissions team of Eduskills Training to prove your English competency skills. Assessment is written coursework, so a certain level of English is a practical requirement as well as an administrative one.
In some cases, yes. The applicants with substantial relevant professional experience will be considered case by case, but it does not promise a place. So the strength of your evidence decides the outcome.
In practice, that means a detailed CV showing the safety roles you have held, employer references describing your management responsibilities, and certificates from any safety courses you have completed. Evidence of management-level responsibility is likely to be more persuasive than years of general site work, because the units test strategic judgement.
If you have the experience but no Level 6 award, the Level 6 diploma is the safer route and still leads on to Level 7. Eduskills Training can review your profile and advise which route fits for you.
The two qualifications do different jobs. The OTHM Level 6 Diploma has seven mandatory units totalling 60 credits, and OTHM describes it as developing learners who manage, or are moving toward managing, health and safety policy and practice. IOSH has approved it, which gives it a professional body link.
This Level 7 Diploma doubles the credit value to 120 and shifts the emphasis from practice to strategy, research and leadership. Choose Level 6 if you do not yet meet the Level 7 entry rules or you are still building core competence. Choose Level 7 if you already hold Level 6 or a relevant degree and your next step is a senior or advisory role. Because Level 6 leads directly to Level 7, you do not have to decide everything at once.
Assessment on this diploma is coursework, and each unit is graded Pass or Fail. The specification lists no examinations. To pass a unit, you must meet every learning outcome and every assessment criterion in it. That sounds simple, but it means there is no partial credit. A strong answer on three outcomes does not offset a gap on the fourth. Knowing this early helps you plan your writing around the criteria, not around your favourite topics.
Five units are assessed through a portfolio of evidence covering all learning outcomes, at about 4,000 words each. The sixth, Advanced Research Methods, is a research project of the same length. A portfolio is organised around the assessment criteria rather than around a single question. Typical tasks include analysing an organisation’s structure, critically reviewing its current practices, building a time-bound development plan and presenting the findings. OTHM supplies specific briefs and marking criteria in the Assignment Brief document, which centres receive after learners are registered. Use workplace examples where you can, and write to the criteria, because the assessor judges against them, not against length alone.
Your tutors assess your work, not OTHM. The centre marks every unit internally, and OTHM verifies the centre’s decisions externally. The assessor must keep an audit trail showing how each judgement on your achievement was reached. This matters because it is intended to keep marking consistent across approved centres. OTHM also sets requirements for the people involved. Trainers must be occupationally competent and hold a Level 6 qualification in occupational health and safety, and internal verifiers must hold, or be working toward, a Level 4 internal quality assurance qualification. Ask any centre you consider to show that its team meets these standards.
Recognition of Prior Learning lets you claim credit for a unit when you can already show the required knowledge and skills, without repeating the learning. OTHM allows it, but with limits. It is normally applied to units, and the specification states that claiming an entire qualification through RPL is not acceptable. The assessor must judge your evidence against the unit’s learning outcomes and assessment criteria at Level 7. If your evidence covers only part of a unit, additional assessment is needed to close the gap. So a strong work history can reduce what you must complete, but it will not replace the qualification. Ask our admissions team whether RPL is available for this programme and what evidence they require.
You complete the OTHM Level 7 Diploma when you have passed all six units, because every learning outcome and assessment criterion must be met. Certification begins only after OTHM approves your results. Then:
Progression is where a Level 7 diploma earns its value. You can use it to move up inside your organisation, to move into consultancy or to continue toward a Master’s degree. Each path has its own conditions, so the sections below separate what OTHM states from what other bodies decide.
The diploma carries 120 credits at Level 7, so a full Master’s degree needs a further 60-credit dissertation, delivered by a university partner. OTHM states that learners may progress to Master’s top-up programmes at many universities in the UK and overseas with advanced standing. However, each university sets its own rules, and progression agreements differ by qualification. Therefore, ask the university for written confirmation of advanced standing before you pay any fees. Check the credit requirement, the dissertation format and the English language score too, because they vary between institutions. Where advanced standing is granted, you complete the dissertation stage without repeating the 120 credits you have already earned.
The OTHM Level 7 Diploma can support your route into IOSH membership, but IOSH makes every decision.
Roles this diploma can support are those where you own the safety management system rather than operate within it. Examples include HSE manager, head of HSE, regional safety manager, safety consultant and audit or compliance lead. Some learners use it to move from site-based work into advisory work, because the coursework builds the reports and presentations that consultants produce. However, a qualification alone rarely secures a senior post, since employers also weigh leadership experience, sector knowledge and references. So pair your study with visible work at your organisation, such as leading an audit or presenting a risk review to management.
The OTHM Diploma is built around what you can do at work, not only what you can recall in an exam. Each benefit below comes from the qualification’s own structure and from OTHM’s published information.
Assignments ask you to review a real organisation’s structure and current practices, so your coursework solves workplace problems. Your centre assesses it, and OTHM verifies it externally.
Earn a Level 7 qualification without sitting written exams. Every unit is coursework, either a portfolio of evidence or a research project of about 4,000 words, graded Pass or Fail.
OTHM is regulated by Ofqual, UK and this diploma sits at Level 7 on the RQF under reference 603/7782/3, so you can check it on the Ofqual Register.
We deliver OTHM qualifications face to face and online in the UAE, so you can choose the format that fits your work schedule and location.
OTHM states that graduates are eligible to apply for CertIOSH, the route toward Chartered membership. IOSH decides each application and asks for two years of experience and CPD evidence.
Add a 60-credit dissertation with a university partner to turn this 120-credit diploma into a full Master’s. OTHM states that advanced standing may apply, but each university decides.
Six units cover management systems, risk intervention, health and well-being, sustainability and ethics, with ISO 45001 and ISO 31000 as reference standards, so you learn to lead safety, not only enforce it.
Learn to review literature critically, justify a research method and present your evaluation to a senior management team, which are the skills that support a strong case at senior level.
Strengthens your profile for senior HSE roles such as HSE manager, head of HSE and safety consultant. Pay and promotion depend on your employer, so treat the diploma as support, not a guarantee.
Eduskills Training is a UAE-based provider approved by OTHM to deliver this qualification and other OTHM programmes, face to face and online. The qualification fits around your work, location and every unit is assessed by the centre and verified externally by OTHM. Our approved OTHM programmes are:
The Level 6 diploma is also an entry route to this OTHM Level 7 Diploma, so learners can progress from one to the other. Ask us to confirm our approval before you enroll.
Written coursework rewards good guidance. Our support for this diploma also includes tutor support, assignment briefing and draft feedback arrangements. A useful test applies to any provider. Our tutor are able to explain your assignment brief against its assessment criteria, show what a Pass requires and tell you within a set time whether your draft meets it. Academic integrity matters too, because OTHM has published guidance for centres on managing the risk of AI in assessment. Therefore, expect tutors to look for your own analysis and your own workplace examples.
Learners on this diploma are usually working managers, often on shifts or on site, so schedule design decides whether they finish. Because OTHM leaves delivery to the centre, a centre can build its timetable around working life. Our current options face-to-face and online. Also check how assignment deadlines are set, because coursework peaks can clash with project deadlines at work. Tell us your rota at enquiry, so we can advise which intake suits you.
OTHM places Level 7 at the same level as Master’s degrees, Postgraduate Diplomas and Postgraduate Certificates. That describes academic demand, not size. This Level 7 Diploma has 120 credits, so it is not a full Master’s degree.
It carries 120 credits, 1,200 hours of Total Qualification Time and 600 Guided Learning Hours. One credit equals ten hours, so each of the six units is worth 20 credits, 200 hours and 100 guided hours.
You must meet every learning outcome and every assessment criterion in the unit. Grading is Pass or Fail, so there is no partial credit and no merit or distinction.
Advanced Research Methods is a research project of about 4,000 words, and it leads to a written research proposal. A dissertation is a separate 60-credit stage that you complete with a university partner if you progress.
OTHM describes a period of Initial Professional Development, with a skills portfolio, after CertIOSH. IOSH states that most Certified members reach Chartered membership within two to four years, and IOSH makes the final decision.
The criteria ask you to review an organisation’s structure and current practices, so a workplace you know well is a natural choice. Get your employer’s permission and protect confidential data.
