The OTHM Level 5 Certificate in Health and Safety by Eduskills is an Ofqual-regulated qualification for people who support or manage safety in their organisation. It has four mandatory units, 16 credits and 96 hours of total study time, so it suits learners who are already working. Because it is equivalent to Higher National Diplomas (HND) and Year 2 of a three-year UK Bachelor’s degree programme, learners study health and safety management systems, risk assessment, incident investigation and audit practice in real depth. Graduates can apply for Affiliate or TechIOSH membership, which gives their skills a recognised professional pathway. Eduskills Training delivers it in the UAE as an approved OTHM centre.

The OTHM Level 5 Certificate in Health and Safety is a regulated Level 5 qualification that explains how an organisation builds, runs and improves its health and safety management system.
OTHM, which is approved and regulated by Ofqual UK, designed it around the core management practices that sit under a company’s safety system and the legal responsibilities set out in its health and safety policy.
Learners are prepared to support specialist safety provision, whether internal or external, and to work as effective managers who look after both people and processes.
The OTHM Level 5 Certificate in Health and Safety aims to give learners a working grasp of the management practices that hold a health and safety management system together. Because a system only works when people follow its rules, this level 5 safety certificate pays particular attention to legal responsibilities and to how a company’s own safety policy turns those duties into daily practice.
The qualification prepares learners to support specialist safety provision, whether it comes from inside the organisation or from external advisers. That support rests on a clear understanding of the principles of health and safety management, which the course develops through its four units. It gives learners the knowledge to work as effective managers who look after both people and processes. As a result, people already in work can take on wider responsibility in their current role with a clearer sense of what the subject demands.
The OTHM Level 5 Certificate in Health and Safety has four units and all of them are mandatory, so every learner covers the same ground. Each unit carries 4 credits, 12 guided learning hours and 24 hours of total qualification time. Together the units move from how a safety system is designed, to how risk is controlled, to how performance is checked, and finally to how an organisation looks after its people and the environment.
All 4 units are mandatory.
Unit Ref No. | Unit |
H/651/8984 | Principles of Health and Safety Management. |
J/651/8985 | Proactive and Reactive Health and Safety Practices. |
K/651/8986 | Planning, Audit and Review of Health and Safety Activities. |
L/651/8987 | Management of Corporate Social Responsibility, Sustainability and Welfare Arrangements. |
Each unit has 4 Credits, 12 GLHs and 24 TQT.
The Level 5 Certificate in Health and Safety has a Total Qualification Time (TQT) of 96 hours. TQT is a notional hours figure, which means it estimates how long a typical learner is likely to need in order to achieve and demonstrate the level of attainment the qualification requires. It is not a fixed limit, so individual learners may need less or more time.
TQT has two parts. The first is guided learning, which is time with a tutor, and it accounts for 48 hours here. The second is everything the learner does as directed by the Eduskills’ tutor but without immediate supervision, such as preparation, private study and assessment time. That leaves about 48 hours of independent study across the whole qualification.
Guided Learning Hours (GLH) are the hours in which a teacher, lecturer or other member of staff is available to give a learner immediate teaching support or supervision. The word immediate is what separates guided time from the rest of the TQT. For this qualification, OTHM recommends a minimum of 48 GLH, which works out at 12 hours for each of the four units.
The entry requirements for the Level 5 Certificate in Health and Safety with Eduskills Training exist for a practical reason. Learners complete written coursework that asks them to explain, analyse and evaluate, and the longest assignments run to about 3,000 words. Therefore, OTHM expects each learner to arrive with either a suitable academic base or enough workplace experience to handle that level of thinking. The two sections below set out what the specification accepts and how age and English language evidence are handled.
OTHM describes the entry profile as likely to include at least one of the following:
The wording says likely to include, so the list describes the typical learner. Applicants with a slightly different background should still ask Eduskills Training whether they fit. This matters in the UAE because many applicants hold qualifications from other countries. They should ask the Eduskills Training to confirm that their certificate counts as equivalent before they pay any fees.
The experience route for this level 5 safety certificate suits people who have grown into safety responsibility through the job rather than through a formal programme. In a safety setting, that often looks like supervising a team, controlling work activities, managing contractors or owning tasks such as inspections and incident follow up. Learners must check this experience with the Eduskills Training before registering, so it helps to prepare a current CV, a job description and an employer reference in advance. Eduskills Training can then judge the experience against the level of the qualification, and the learner avoids an unwelcome surprise after registration.
The qualification is designed for learners who are typically aged 19 and above. Younger applicants are therefore unlikely to match the entry profile, while the experience route has its own threshold of over 21.
English language evidence is the second checkpoint. All assessment is coursework written in English, so learners who are not from a majority English-speaking country must show English language competency. OTHM’s English Language Expectations page says learners should show English comprehension equivalent to IELTS 5.5, with Reading and Writing each at 5.5, and that Eduskills Training decides what evidence is needed to prove each learner’s level.
Because the qualification involves only 96 hours of total effort, the real question is how those hours are spread, not how many there are.
OTHM designs the qualification to be delivered over one month of full-time study. Total Qualification Time is 96 hours and 48 hours are guided learning with a tutor.
Learners should also allow time for writing. The four coursework assignments add up to roughly 10,000 words, plus presentations for three of the units, so a short timetable still needs steady work outside class. Eduskills Training will confirm the exact schedule for each intake at enquiry stage.
Assessment for this level 5 safety certificate is coursework only, with no written exams, and every unit is judged against fixed criteria.
Each unit has one assessment that covers all of its learning outcomes. OTHM gives approximate lengths, as shown below.
OTHM supplies an assignment brief for each unit of level 5 safety certificate with specific guidance and marking criteria and Eduskills Training receive these immediately after learners are registered. Learners benefit from reading the brief early and matching each criterion to a section of their answer. Many also find it easier to write about a workplace they know, so it helps to ask the tutor whether a workplace example suits the brief.
Eduskills Training’s assessors judge the work of each learner and quality check happens internally while OTHM verifies the outcomes externally. The assessor keeps an audit trail that shows how the decision on a learner’s achievement was reached. OTHM states that it appoints external quality assurers who are occupationally and professionally competent, so that assessment standards stay accurate and consistent across centres and over time.
Formative assessment comes first. It gives learners feedback before any final judgement, and it must be prompt and constructive, with time left for the learner to act on it. Summative assessment follows, but the outcome is provisional until the Internal Verifier and the External Quality Assurer confirm it. Evidence of both stages must be available at external quality assurance. As a result, a learner’s result has been checked by people who did not teach the class. Prior learning can be recognised for individual units, but not for an entire qualification.
Two questions matter to anyone choosing a qualification abroad: how it compares with UK study, and who regulates it.
OTHM states that its Level 5 Certificate qualifications represent practical knowledge, skills and competences that are assessed, in academic terms, as equivalent to a Higher National Diploma (HND) and to Year 2 of a three-year UK Bachelor’s degree. The comparison describes the level of demand, meaning the depth of analysis expected, and not the volume of study.
A full year of a UK degree normally carries about 120 credits, while this certificate carries 16. It is therefore a focused, short qualification pitched at the same level as the second year of a degree. For employers, that level signals that the holder is expected to analyse and evaluate, not only to recall rules.
The Level 5 Certificate in Health and Safety is short, regulated and built around management practice, so it suits professionals who want to strengthen their role without stepping away from work. The benefits below come from the qualification’s own structure and OTHM’s published information, and each one reflects what the course actually offers.
Show your understanding through coursework and presentations that apply safety management ideas to the workplace. Each unit is assessed against its learning outcomes and criteria, so you know exactly what you need to demonstrate.
There are no sit-in exams for this Level 5 Certificate. Each unit is assessed through a coursework assignment, and three of the four units also include a presentation. Grading is Pass or Fail.

Successful learners are eligible to apply for Affiliate or Technical (TechIOSH) membership of IOSH, subject to IOSH’s membership requirements. It opens a professional route for people building a career in safety.
OTHM states that this Level 5 qualification is assessed in academic terms as equivalent to a UK Higher National Diploma (HND). The comparison describes the level of learning, not the volume of study.
The certificate sits at the level of Year 2 of a three-year UK Bachelor’s degree, so you analyse and evaluate rather than only recall. Each university decides how it credits this certificate.
Build the knowledge to move from carrying out safety tasks to managing them, in roles such as health and safety officer, HSE coordinator or safety supervisor. You can also continue to higher OTHM health and safety qualifications.
Eduskills Training has been approved by OTHM to deliver its qualifications in UAE. That status matters because OTHM states that this qualification is delivered by approved centres only. Approval also places Eduskills Training inside OTHM’s quality system, where assessors mark learner work, Eduskills being the centre assures the quality of asseccor’s marking, and OTHM verifies the outcomes externally. In safety terms, it is the same principle as an independent audit.
Eduskills Training support every learner on the OTHM level 5 safety certificate from the first enquiry to the final assessment decision.
Enrolment follows the entry requirements closely, so it saves time to gather your evidence before you apply.
The documents we ask for depend on the route you qualify through. Most applicants should prepare the following:
Consult with Eduskills admission team so that they can guide you on all the above requirements and also review your experience evidence before registration, as OTHM requires. Qualifications from outside the UK are common among UAE applicants, so please send your copies early. We then confirm whether they count as equivalent before you pay any fees.
Yes. This Level 5 safety certificate is offered by OTHM, which is approved and regulated by Ofqual, and its qualification number is 610/6913/9, so learners can verify the number on the Register of Regulated Qualifications.
The qualification has four mandatory units worth 16 credits, with 96 hours of Total Qualification Time and 48 Guided Learning Hours. Each unit carries 4 credits, 12 guided hours and 24 hours of TQT. The unit references are H/651/8984, J/651/8985, K/651/8986 and L/651/8987.
It is assessed by coursework only, with no written exams. The four assignments run to about 2,500, 1,500, 3,000 and 3,000 words, and Units 1, 2 and 4 also include a presentation. All assessment is in English.
The grade is Pass or Fail, with no merit or distinction. Criterion referenced means a learner must meet every assessment criterion under every learning outcome in a unit. Therefore one missing criterion means the unit is not passed, however strong the rest of the work is.
The centre’s assessor judges the work, the centre quality assures it internally, and OTHM verifies it externally. Because summative outcomes stay provisional until the Internal Verifier and External Quality Assurer confirm them, OTHM can override a centre decision.
Learners are typically aged 19 or over. The entry profile includes at least one of the following: a relevant Level 4 Diploma, A levels in three subjects or equivalent, or being over 21 with relevant management experience. Eduskills will guide and check before registration.
OTHM states that graduates are eligible to apply for Affiliate or Technical membership after successfully completing the level 5 safety certificate, but IOSH makes the final decision. For TechIOSH membership, IOSH asks for a Level 3 to Level 5 safety qualification, at least one year of practical experience and a commitment to continuing professional development.
OTHM equates Level 5 Certificates with an HND and Year 2 of a three-year UK Bachelor’s degree in academic level. That describes the depth of learning, not the volume. A full degree year carries about 120 credits, while this certificate carries 16.
OTHM states that Ofqual regulation makes learners eligible for direct entry into a UK Bachelor’s degree. Universities confirm exemptions and advanced entry points under their agreements with OTHM, so the credit given for a 16-credit certificate depends on each university.
